Sorry for the delay! You can have 1 set be a chrysanthemum/snowdrop pair, yes. You can buy 2 sets of the chrysanthemum/snowdrop pair with 20 coins, but if you're looking for an IC points sink, you can also just have the 1 set of chrysanthemum/snowdrop.
